The Committee on Labour, Employment and Social Protection of Minsk City Executive Committee is an administrative organ of state, which is responsible for realization of state policy in the sphere of labour, employment assistance and social assistance of the population on the territory of Minsk.
At present the system of the Committee on Labour, Employment and Social Protection of Minsk City Executive Committee includes:
- Administrations of social protection of district administrations of Minsk;
- District territorial centers of social service of Minsk;
- Social service organizations of communal ownership;
These are:
- State institution 'Old people and invalids house-hostel';
- State institution 'Psychoneurological hostel №1';
- State institution 'Psychoneurological hostel №2';
- State institution 'Psychoneurological hostel №3';
- State institution 'Children house-hostel for children-invalids with peculiarities of psycho-physical development';
- State institution 'Special house for veterans, aged and invalids №1'
- State institution 'Night shelter for homeless';
- Special institution for children-invalids with peculiarities of psycho-physical development;
- State institution 'City house-hostel for war and labour veterans 'Svitanok';
- State institution 'Minsk city center of social service to family and children'.
Functions of administrations of social protection: pension and benefit payment; the issue of certificates (pensionary certificates, certificates giving benefits, etc.); rendering organizational-methodic assistance to employers in execution of pensionary legislation; carrying out explanatory work among the population of the district in execution of pensionary legislation; rendering of targeted social assistance to a particular group of families and to lonely persons in accordance with current legislation; providing social guarantees to the population, social protection of family, women, old people, veterans and disabled persons and to those in need of state protection.
District social service centers render social services of the population (aid payment, social-pedagogical, psychological, legal, consultative and other assistance in accordance with the legislation of the Republic of Belarus).
Social service institutions are intended for permanent or temporary stay of disabled persons and aged, children with peculiarities of psycho-physical development, as well as people suffering from chronic mental illness, people who are in need to be taken care of, those in need of everyday services and medical treatment.
